It all depends on the weather, in Arizona it can be warm in March or the high country can be cold and snowy. Your best bet would be just out side of Payson. By March it should be warm enough for the snow to melt and there are some very nice water falls and springs that can be hiked to. You can also try just east of Cotton Wood. Closer to phoenix there is seven springs which is out by Bartlet lake. It is not very crowded and is pretty close.
