Generally you can expect tents rated for winter use to cost a bit more. You did not say what size tent you need, but as a starting point here are a couple of examples for two-person tents. The Eureka High Camp Tent is a 4-season tent for two persons that sells for about $500. The Eureka Alpenlite XT Tent is also rated 4-season use for two people and it sells for about $280. Tents are rated as either 3 season, 3+ season, or 4 season. In very cold and harsh weather you need a 4 season tent but they are the most expensive:

You really don’t want to use a heater inside a tent because of the risk of carbon-monoxide poisoning. I have seen a few propane powered heaters that say they can be used in a tent, but they still carry a carbon-monoxide warning.
The better option is a good cold weather sleeping bag. Bags are rated by temperature. You will want one that is rated for colder than you pan to camp out in.
